Before using the language in reading and writing, literacy material development is necessary. For this, a certain writing rule needs to be developed as to how the language should be written. Orthography Development is a program for developing a writing guide for language users when they begin to write an article or any material in their language. This is a process of discussing the problem, finding and proposing different options, and agreeing together on the systematic usage in writing the language. This is a kind of applied linguistic approach to the language speakers for this approach links a layperson to a literate person to use the language in writing. 10-15 representatives from the language community are invited to the workshop facilitated by the experts in the field. A proposed writing guide is developed as a draft to test in the community for introducing the concept and suggestions and pieces of advice from the community are welcomed for the improvement. Language community people should contribute to developing their writing guidelines with considerable discussion among themselves.
The purpose of developing the orthography is to bring uniformity in writing the language. Uniformity in writing is a discipline.
When a simple writing guide is developed based on the orthography, it is distributed and promoted in the language community for practice. These promotional activities help them to put the language into practice of writing. This is necessary for educational endeavors by practicing the language into material development in the written form.
